The Lifeline Assistance Program and the Link-Up America program provide discounts on telephone services to low-income consumers.

Under the Lifeline Assistance Program, an eligible low-income individual saves about $5.25 to $10 on basic monthly phone Service bill depending on the state where
he lives (as of this writing, 2004).

Under the Link-Up America program, a qualified low-income person
saves up to 50% on initial phone installation bill.
